I was just thinking about all the exciting things 2015 brought. I’ve learned a lot from launching Prince INK Entertainment to serving as a Co-Producer for Tonja Ayers Stay in Your Place.

It’s been an adventure nonetheless. I’m excited to see what 2016 brings. I’m so excited!

The move comes as Texas sees a surge in demand from artificial intelligence and cloud computing facilities. Texas Gov. Greg Abbott has ordered state regulators to audit pending data center projects seeking connections to the state’s electric grid, a move ERCOT says effectively pauses those projects as Texas grapples with soaring electricity demand driven by artificial intelligence infrastructure. Abbott’s July 23 comments came weeks after his June 10 letter to state regulators in which he said he plans to work with the 90th Texas Legislature, which convenes in January 2027, to regulate the industry. The Trump administration has touted its Ratepayer Protection Pledge signed by major US tech companies, but an Ars analysis previously highlighted how that agreement lacks any meaningful enforcement mechanism.
    Miller, along with many other opponents of data center development, has been calling on Abbott to order a special session that would allow legislators to pass laws regulating the industry. Hood County rejected two attempts to pass a countywide moratorium in February after state Sen. Paul Bettencourt, R-Houston, warned the commissioners court it lacked the legal authority to do so. The new rules for the first set of projects under consideration, known as “batch zero,” were approved by the PUCT in June. On July 17, PUCT Chair Thomas Gleeson responded to Abbott with his own letter outlining efforts the agencies have already taken and calling on the Legislature to grant them more authority to regulate the industry. Of the 377 companies PUCT staff said it notified when the survey was launched, 28 submitted responses. The responses are meant to inform long-term state water planning.
    Notably, the Texas pause on data center grid connections does not apply to data center projects that are building their own on-site power generation to get up and running as fast as possible. By comparison, Texas data centers directly used 8 billion gallons of water for cooling purposes, but many such data centers rely on water-intensive power generation sources. A Sierra Club report looking at federal data showed how Texas natural gas plants used 56 billion gallons of water in 2024, while coal plants consumed an additional 34 billion gallons, and nuclear plants used 26 billion gallons. But their water woes have been compounded by both climate change and large energy and chemical companies’ operations that have “sucked the region dry,” according to San Antonio News. But the recent AI boom and the accompanying frenzy of data center development threaten to overwhelm the Texas grid on paper, despite the state leading the country in adding new power generation.
    Abbott on Monday directed the Public Utility Commission of Texas and the Electric Reliability Council of Texas (ERCOT) to review pending data center projects and deny grid connection requests for facilities that fail to meet state requirements. The directive follows a June 10 letter in which Abbott directed the PUCT and ERCOT to collect water and power usage information from data center projects and to take steps to protect residential ratepayers from the costs of data center expansion. City and county governments in the state have tried to slow data center development amid grassroots resistance to the facilities’ construction. Nonprofit newsroom Floodlight has reported that AI companies used a local permit loophole in Texas to install gas-powered turbines and backup diesel generators on site at new data center campuses—all without requiring more extensive environmental reviews or outreach to local communities. However, the governor’s directive does not mention the fact that data centers often use much more water through their power generation sources than directly through their cooling systems—a fact highlighted by researchers like Shaolei Ren at the University of California, Riverside. In his letter, Abbott said the audit was prompted in part by several data center operators failing to comply with a state survey on water and electricity use required under the General Appropriations Act. The audit also requires information on projected power consumption, water use, cooling technology, neighborhood impacts such as noise, lighting and traffic, emergency coordination, tax incentives and subsidies, and the ownership structure of each project.
    “Data centers are coming in and doing as they please – they are guzzling up all our water, guzzling up all our electricity – and the people have no say. They have no power. That is the Wild West of data centers that Greg Abbott has created in Texas. People need relief.” The governor’s latest action marks a shift in tone from comments he made last year promoting the industry’s growth in Texas. The order builds on Abbott’s announcement last month that the state would use ERCOT and the PUCT to regulate data centers as Texas prepares for rapidly growing electricity demand driven largely by artificial intelligence and other computing facilities. Gov. Greg Abbott ordered state regulators to pause grid approvals for new data centers until a comprehensive audit on power and water usage is completed. “We appreciate Gov. Abbott’s directive and will continue to work closely with ERCOT to ensure these requirements, along with those laid out in our July 17, 2026, letter to Gov. Abbott, are fully carried out on behalf of the people of Texas,” Gleeson said in a statement to Fox News Digital. Texas has become one of the nation’s largest hubs for data center development, thanks in part to generous tax incentives. Last week, he said AI data centers looking to build in Texas should bring their own power, reuse their own water and lower electricity costs for residents.
